Ok, I think I parsed through what Extreme NPC is saying:
This is talking about the DP Multiplier. The limit is actually 10k, but I’m guessing 5k was used because, in the FAQ, 5k was used as an example.
This is talking about the cooldown for the modifier; currently, every 24 hours the multiplier is reset. Everyone has a different time zone, so this is probably not possible. The last 10 words just mean that Extreme thinks that the 24 hour cooldown only starts once you reach the limit.
This part is pretty simple, Extreme is just not wanting trades that involve DP to count towards the daily DP gain limit. I don’t know if it does or not, since I haven’t unlocked trading yet, so I can’t really say anything about this.
This is just Extreme saying that they think it is taking more than 24 hours for the limit to reset.
This is other suggestions Extreme has, such as making a channel where you can trade in the discord, and adding more events to the server. Extreme doesn’t have any other suggestions.
I’m not trying to be rude or mean, but since everyone else is complaining about not understanding, I decided I would give my take.

In the above quote from the post Mathematics of the Economy, you’ll see that within a period of 24 hours, everyone can only gain so much DP. Extreme wanted the cooldown to reset every day at Noon, but that can’t happen since everyone has different time zones. Extreme implied that he thought that once you reach the limit, it took 24 hours before you can earn more.
Well, it’s more like a soft limit, from what I understand. Once you gain 5k DP in a day, you only are earning 5% of the normal DP. It would be really hard to reach the final limit of 10k.
