When do you gain T1 and T2 boxes?

I’m level 49 and yet I’ve only gotten like 2 non-voting boxes. What’s the criteria for getting those boxes and what am I doing wrong?

Only getting 2 non-voting loot boxes by lvl 49 is extremely odd.
However, there’s no prediction I nor anyone can make on when you’ll receive non-voting loot boxes, as it’s all up to RNG.

What is known is that you have an increased chance of getting additional loot boxes with higher levels.
