I now remembered that back in 2021 /rename was getting a rework
did anything come of it? is stuff like /greet ever going to come back?

Arkly has greet and it works very well. As for rename it isn’t that useful.

/rename was blocked due to people abusing it to rename themselves to be Rofle and saying that they were Rofle

The image you refer to is actually a nickname, a replacement for selfname. Rename was originally for users who needed to change their character name so they could register, but due to changes in 1.4 it doesn’t work properly anymore.
Nicknames exist but they are not released yet because they do not work properly in Zombies and they will force you to rejoin the server if you try to leave survival with one.
Once they work properly it will go out to supporters.

What if a supporter uses nicknames such as GlasiaTheDemon or Rofle II (assuming they are not who they try to imitate)?
Will that be handled like someone broke both S1#7 Impersonation and S8#3 Command abuse and the abusing supporter gets no refund?
Will those be visible as nicknames i. e. there is some visible signal that says that that is a nickname?

That’s what the discriminator is for. Only the person that registered a name can use the #01 discriminant i.e. Rofle#01 for me. However, whether someone else could use “Rofle” as their nickname isn’t defined yet, since that depends on what rules will be set and whether you can use a nickname of another active community member. You also know it’s a nickname because it always has a discriminant and different color, like the image in the OP.
