Velocity buff to bubbles

[Why do you feel that this change is needed?]
This would make it a weapon with the purpose of hitting enemies above rather than being a random spammy weapon, as the slow velocity it has doesn’t let it accomplish this

[Anything else you would like to note]
A damage nerf could be used to make it less strong as this change would make it way more consistent and punishing than it is right now.

Velocity buff and damage nerf would finally make this a decent weapon that isn’t simply considered spammy crap- I’m all for it.
