His level reverts back to 2 when his exp Req is met.
This is resolved. All he had to do was rejoin! 
Note that there is a level up rate limit to prevent bugs or exploits from unintentionally causing fast level ups, at lower levels and with knowledge on how to get xp fast, it is possible to trigger this until you get to high enough level where it’s not so easy to level up.
