They were reported a day before in Terramade spamming an all caps text in Lobby chat of Zombies (I saw that the user "Rock on" posted a screenshot and saw that that was spam of caps in the chat) at Feb 04 2022, 9:07 AM UTC and at the same time as you by NetherOW in I thought he's good.
if he was reported earlier, why is he not banned or smth, or is that not been seen yet? i can imagine staff are drowning in reports at this point
