I see no reason this would be impersonation. Their tone was in an obviously sarcastic one, and their name wasn’t even Harmfulcrane

Just to be clear. Tone is not a factor. If people are joking about being someone, it makes no difference. And one does not need to have their character name to be considered impersonation. Someone could just as easily be called Bobby554, and they could impersonate by saying they are someone else just on an alt. It is dangerous to allow people to joke about being someone else as other people may not know this, especially when that person is making assertions that only Staff are allowed to make.
