This is so that one can test the hacked weapons obtained with /sitem on enemies for DPS, which is important for customized weapons in zombies to check if the projectile works. Then the map builder does not need to ask players in s. item to turn on PVP and does not to use up the MB lobby to test /sitem items on enemies.
