I don’t think RoD should be seen as “cmd” because it isn’t really an command that you type in the chat.
Anyways, I think it should look like this:
It is like all the other Cmds. It holds a permission and gives you said permission when equipped. There is no other Cmd item (<=R10) like “RoD”. So why would it need another Category?
