The man stayed at his hand and decided talking was not of importance. He chose to ignore the warning heeded to him. I vote ban.

Slightly off-topic;
I’d also like to push forward a URL as a ban reason. Rather than banning on the server, I’d change it to banning through the site, where you put a reason and then the “reason” that shows to the banned person is the URL linking to their ban and a link to appeal.
