Trust Level 4 should not be used in this forum anymore. It used to be given to moderators, but moderators can do the same exact stuff without being a leader. My suggestion is to remove the trust level 4 badge from all members, especially yems as yems can just close topics or edit stuff while they are not a moderator.

Not that I can think about, but you should watch out for trust level 4 actions done by non-moderators here just to be safe.

Trust level 4 is given out manually by staff. yems retains his because of his explementary work in the past and still retains much respect. He is the sole exception regarding Leader in the forums.
If gross usage of that power is used, then their action will be reversed and their rank removed. Even then, I see no reason to outlaw the rank entirely.
