if you mean items in dtp - probably yes, but if you have high enough level

Even if the level is not high it is very hard but possible to get to level 7: Get 20000 DP by getting enough metal from vote loot to boost XP eff to 415% and then quickly vote. Vote gives ReqForLVLup/4 * XPeffAsDecimal. If XPeffAsDecimal is over 4.00 then you level up with the vote. Repeat that 7 times.
