Duke Fishron, while the weapons are OP, are heavily overshadowed after golem. After Golem, players usually do the Martians Madness for the Zenith and then go to cultists afterwards, usually skipping the Duke.
Putting it post-plant would put it at the same level as the Pumpkin Moon, Frost Moon, and Empress of Light, as preparing for Duke then would make the rewards more balanced.

that bitch is an absolute nightmare, especially with the 1.4.4 blackout feature
