Is rejoining a round to stack shaman heals breaking the rules?

If a zombies lobby is below round 3, you can keep leaving and rejoining to reset the shaman ability and keep upgrading the max health of players inside that lobby, would this be considered exploiting or otherwise taboo?

An exploit is unintended behaviour of the game that can be done without using third-party modifications (as that would be considered violation of S5#1). This also includes unintended behaviour of the server. The use of exploits is forbidden and punishable by a ban.
