How does Damage Randomization in PvP work

I’ve noticed damage randomization being way higher than it should be (like an 77-118 range for the exact same gear). Apparently, damage randomization on PvP Manager is only 5%, so why is this happening?

One theory I have (which is probably wildly incorrect) is that the randomization is happening based on damage calculated before other things, like damage caps, defense, damage resistance, etc. This would explain why it would be 5% of 200+ instead of less than 150.

5% turns into 10%, the damage dealt can be up to 5% more than initial, or 5% less than the initial hit, so this may help explain just a little tiny bit
