It’s already confirmed by rofle as caused by the 1.4.5 update

This bug is still active
So I believe I found what caused this, enemy scaling changed in 1.4.5 so the client isn’t receiving what it wants to show the proper health/damage client side. I’ve fixed this locally so it should find its way to the server soon.
