It is obtained at random from lootboxes. It might only be obtainable from the voting one now as lootboxes were slightly different than they are now.

the last two digits are blue 0000ff
the higher the digits, the more intense the color

putting the highest hex digit results in white
white ffffff
gray 888888
combinations of colors make different colors
cyan 00ffff
pink ff00ff
yellow 00ffff
