Disable caps check on messages having 4 or fewer characters to let acronyms through as described in S1#3

Make the caps filter not check the message at all if it is four characters or shorter as all caps acronyms such as LOL, OK and OMG are allowed acc. to S1#3.
Spamming acronyms is still not OK as that is spam, breaking S1#1
