Reduce its velocity to 30-35, maybe increase its damage by 2-3 to compensate
[Why do you feel that this change is needed?]
Diamond Staff, as it is, is a staff weapon posing as Laser Rifle. Its velocity is way too high and that results in it being jank to use, as well as heavily ping affected.
A heavy velocity reduction would make it more akin to an actual staff weapon, and a slight base damage buff might actually warrant it to be used.
