Either change the crystal storm projectile velocity multiplier from 80% to 100% or increasing its damage from 73 to ~77

Crystal storm is a very underwhelming antirush weapon, buffing its velocity or damage would allow it to compete with other antirush weapons.

The velocity listed for cstorm in pvp manager seems to be bugged, resulting in velocity being entirely dictated by the velocity multiplier instead.
