Are warp traps in survival punishable?

I can not warp to certain places because players are making warp traps…

well, a player named “Fr4nzCrow” made a Meteorite block box at locean warp so when you warp you burn to death if you have beginner stuff, but now he destroyed that meteorite box and is just placing sand
