It’s currently the only merchant item that is pretty important for the DPS-dedicated players which still can’t be bought. It’s possible to find one in the wild but it’s pretty rare; there’s no real reason for it not to be obtainable via merchant anyway, when it already normally is.

Yes I know this post is old, just that I can’t get it either because it’s not on the latest version (unless I am wrong)
