Why can you get crew if you have just bought the game on steam?

You can get Crew if you have a Steam account because that verifies you bought the game.
However, it does not account for those who bought the game on GOG or mobile. . .
It has been like this for a while now.

I have bought the game legit on mobile…
There is no crew though
Only 69 thousand more days of voting
Without crew in survival, I have wasted many boss summons and items I dropped :\
