We need help on PVE, “The Old One’s Army” is stuck at 0% and there’s no crystal we can break to end the raid. It also gives us the “No Creation” effect where we can’t break signs and can’t summon bosses. Please fix it!

This is temporary. There is a sign that summons mysterious portals from the dd2/ooa event that causes the debuff, and will summon mobs. Portals last somewhere under a minute before they disappear.
