I do not know if this is a bug or intentional, but on survival, potions of return do not work as they do in vanilla anymore. When you use it, only one portal will be set at spawn. As a result, when you right-click that portal, you return back to spawn. In other words, it works exactly like a recall potion, but now it produces a useless portal.

Apparently, wormhole and RoD perms are required to use potions of return.
